Анотація: This volume brings together cutting-edge research from emerging and senior scholars alike representing a variety of disciplines that bears on human preferences for fairness, equity and justice. Despite predictions derived from evolutionary and economic theories that individuals will behave in the service of maximizing their own utility and  survival, humans not only behave cooperatively, but in many instances, truly altruistically, giving to unrelated others at a cost to themselves. Humans also seem preoccupied like no other species with issues of fairness, equity and justice. But what exactly is fair and how are norms of fairness maintained? How should we decide, and how do we decide, between equity and efficiency? How does the idea of fairness translate across cultures? What is the relationship between human evolution and the development of morality?  The collected chapters shed light on these questions and more to advance our understanding of these uniquely human concerns. Structured on an increasing scale, this volume begins by exploring issues of fairness, equity, and justice in a micro scale, such as the neural basis of fairness, and then progresses by considering these issues in individual, family, and finally cultural and societal arenas.  Importantly, contributors are drawn from fields as diverse as anthropology, neuroscience, behavioral economics, bioethics, and psychology. Thus, the chapters provide added value and insights when read collectively, with the ultimate goal of enhancing the distinct disciplines as they investigate similar research questions about prosociality. Анотація: This book critically explores the interconnections between tourism and the contemporary city from a policy-oriented standpoint, combining tourism perspectives with discussion of urban models, issues, and challenges. Research-based analyses addressing managerial issues and evaluating policy implications are described, and a comprehensive set of case studies is presented to demonstrate practices and policies in various urban contexts. A key message is that tourism policies should be conceived as integrated urban policies that promote tourism performance as a means of fostering urban quality and the well-being of local communities, e.g., in terms of quality spaces, employment, accessibility, innovation, and learning opportunities. In addition to highlighting the significance of urban tourism in relation to key urban challenges, the book reflects on the risks and tensions associated with its development, including the rise of anti-tourism movements as a reaction to touristification, cultural commodification, and gentrification. Attention is drawn to asymmetries in the costs and benefits of the city tourism phenomenon, and the supposedly unavoidable trade-off between the interests of residents and tourists is critically questioned.

Анотація: This book examines how property rights are linked to socio-economic progress and development. It also provides a theoretical analysis, an economic/social analysis of planning, case studies of the implementation of planning and regulation instruments, practices related to law and planning, analysis of case laws in a particular segment. The interconnection between property, law and planning is a running theme throughout the book.   The land question has been central to South Asian development on two counts: First, although the majority of the population relies on agriculture and allied activities their livelihood, landholding is highly skewed; second, urban planning is facing unprecedented challenges due to bourgeoning property values as well as gush of migrants to cities seeking livelihood. The response to these challenges in the form of laws and policies has been very large compared to the academic attention that is received. However, the measures emerging from planni ng and policies have had limited impact on the extent of the problems. This paradox calls for serious introspection and academic engagement that this book undertakes. The book further deals with the emerging discipline of planning law, which determines property value and use, and argues that regulatory issues of public policy determine the property valuation and property pricing.

Анотація: This book examines trends and challenges in research on IT governance in public organizations, reporting innovative research and new insights in the theories, models and practices within the area. As we noticed, IT governance plays an important role in generating value from organization’s IT investments. However there are different challenges for researchers in studying IT governance in public organizations due to the differences between political, administrative, and practices in these organizations. The first section of the book looks at Management issues, including an introduction to IT governance in public organizations; a systematic review of IT alignment research in public organizations; the role of middle managers in aligning strategy and IT in public service organizations; and an analysis of alignment and governance with regard to IT-related policy decisions. The second section examines Modelling, including a consideration of the challenges faced by public administration; a discussion of a framework for IT governance implementation suitable to improve alignment and communication between stakeholders of IT services; the design and implementation of IT architecture; and the adoption of enterprise architecture in public organizations. Finally, section three presents Case Studies, including IT governance in the context of e-government strategy implementation in the Caribbean; the relationship of IT organizational structure and IT governance performance in the IT department of a public research and education organization in a developing country; the relationship between organizational ambidexterity and IT governance through a study of the Swedish Tax Authorities; and the role of institutional logics in IT project activities and interactions in a large Swedish hospital.

Анотація: This book presents a conceptual and practical tool for those involved directly or indirectly in the planning and management of basic provision of water supply, wastewater and stormwater services in metropolitan regions by offering insights into governance paradigms and institutional arrangements for urban wastewater reuse in agriculture from Australia and India. Instead of focusing on the technical aspects of designing and building infrastructure, it provides a better understanding of the institutional and governance challenges of managing urban wastewater, particularly for reuse in agriculture. As water supplies fall and water stress increases in many areas, the potential of wastewater as a resource is being widely recognized. Today, wastewater (re)use has become an attractive option for conserving and expanding available water supplies. While wastewater (re)use can have many applications, its use in agriculture is the most established, and the one with the longest tradition. Given the growing competition for freshwater from industry and cities, without doubt there is going to be a rapid increase in the global use of treated wastewater, making improved wastewater use in agriculture an emerging priority. Even though it is a vast resource if we reclaim it properly, often most wastewater is wasted. Therefore, in order to realize the full potential of this resource, decision support in policy design and implementation (Institutions and Governance) is key. Institutions and governance frameworks need to provide for the rights of access, rights of ownership, rights to manage source and treated water and the obligations of final use of recycling operations.

Анотація: This book analyses the housing and governance policies of the city of Surakarta, in Indonesia. It addresses the question of whether Surakarta’s strategy for handling the city’s informal sector and marginal settlements shows evidence of sustainability and good governance. The book illustrates current trends in urban development and discussions on effective strategies for improving living conditions in slums on both a global and national scale. Using four main programs as examples, it presents a detailed overview of Surakarta’s housing policies regarding the poor. It critically evaluates the city’s relocation measures and shows that Surakarta’s city government has put into place an effective policy, reaching the poor by inclusive approaches. Influenced by global discussions and best practices, the programs examined are characterized by elements of good governance and Solo’s strategies have already been disseminated to other Indonesian cities. However, the book argues that deficits remain regarding participation and transparency.   The work is based on Christian Obermayr's outstanding Master’s thesis, defended in 2013 at the University of Innsbruck, Austria.

Анотація: This book focuses on the relationship between the state and economy in the development of cities. It reviews and reinterprets fundamental theoretical models that explain how the operation of markets in equilibrium shapes the scale and organization of the commercial city in a mixed market economy within a liberal state. These models link markets for the factors of production, markets for investment and fixed capital formation, markets for transportation, and markets for exports in equilibrium both within the urban economy and the rest of the world. In each case, the model explains the urban economy by revealing how assumptions about causes and structures lead to predictions about scale and organization outcomes. By simplifying and contrasting these models, this book proposes another interpretation: that governance and the urban economy are outcomes negotiated by political actors motivated by competing notions of commonwealth and the individual desire for wealth and power. The book grounds its analysis in economic history, explaining the rise of commercial cities and the emergence of the urban economy. It then turns to factors of production, export, and factor markets, introducing and parsing the Mills model, breaking it down into its component parts and creating a series of simpler models that can better explain the significance of each economic assumption. Simplified models are also presented for real estate and fixed capital investment markets, transportation, and land use planning. The book concludes with a discussion of linear programming and the Herbert- Stevens and the Ripper-Varaiya models. A fresh presentation of the theories behind urban economics, this book emphasizes the links between state and economy and challenges the reader to see its theories in a new light. Анотація: This book analyses the performance and potential of India’s oilseed sector, identifies the major constraints facing the industry and suggests options for increasing the country’s oilseed production and productivity, taking into account the changing policy environment, increasing demand, slow growth in domestic production and rising imports. India as the world’s largest producer of oilseeds, accounts for about 7-8 per cent of global vegetable oil production. However, the growth in domestic production has not kept pace with the growth in demand. Low yields and high production and market risks due to lack of irrigation facilities and effective risk management have been responsible for widening the demand-supply gap over the years, and the country now imports more than half of its oilseed for domestic consumption. The Technology Mission on Oilseeds (TMO), launched in the mid-1980s, helped achieve self-sufficiency in edible oil production through the spread of technology and the provision of market support. However, increasing demand for edible oils necessitated imports in large quantities, leading to a substantial drain on foreign exchange. Given the competing demands on agricultural land from various crops and enterprises, the production of oilseeds can be increased only if productivity is improved significantly and farmers receive remunerative prices and have assured market access. However, farmers face various constraints in oilseed production; several biotic, abiotic, technological, institutional and socio-economic constraints inhibit exploitation of the full yield potential of crops, which need to be addressed. The book explores these issues using data collected from about 2,000 oilseed growers: 490 soybean farmers, 316 rapeseed-mustard growers, 470 groundnut farmers, 250 sesamum farmers and 470 sunflower growers from selected Indian states. It would be of immense use for scholars and policy makers alike who are working in this field.

Анотація: This comprehensive volume provides uniquely diverse insights into various aspects of decentralization and development from both developed and developing countries, with special reference to Sri Lanka. For a quarter century, Sri Lanka was battered by its prolonged civil war, which ended in 2009, but has now achieved relative peace and stability. Having developed rapidly, Sri Lanka offers a classic example for developing countries. There is, however, a strong need, particularly in the context of postwar conflict, to formulate policies for reconciliation, peace building, and development at all levels—local, provincial, and national. Decentralization itself is not a new subject; however, how to devolve power to local administrative levels within a unitary system and how to link the devolved power to make local administrative systems more conducive to development and provide better services for citizens are challenging tasks in many countries. Taking into account the developmental, governance, and conciliatory needs and the sensitivity of central–local relations, this volume critically examines the local government systems in Sri Lanka. It also proposes a viable, effective and autonomous local-level administrative unit based, which draws on experiences from Japan and other countries, and identifies the role and functions of such a unit. The book presents commissioned papers from a three-year research project undertaken by internationally respected experts with financial support by the Japan Society for the Promotion of Science (JSPS) under a Grant-in-Aid for Scientific Research.
